The Bylaw Registry
A bylaw is proposed each year by the reigning champion at the Summit and adopted by majority vote of the league. Proposing is optional and not required; but where a proposal is put and fails, the champion must propose another, repeating until one is approved.
A ratified bylaw binds the league in perpetuity unless it is repealed by the same majority that would have adopted it.
The registry is the article. Every bylaw on the record, and every year without one, is published at the Bylaw Registry.

art. I §9Copied provides that a bylaw shall be proposed and ratified each year without exception. Between 2019 and 2025 no bylaw was ratified. The Office of the Commissioner attributes this to a global pandemic. The record attributes it to the Commissioner.
