The fee and the limit are separate provisions and have separate fates.

The 18-transaction season cap at Art. VII §3 was repealed by the league in 2024. The $3 per free-agent acquisition at Art. VIII §1 was not, and remains owed into the general pot before the conclusion of the playoffs.
