Repeal of the waiver transaction limit

The 18-transaction season cap is repealed. The $3 per-acquisition fee stands.

Art. VII §3 capped each owner at 18 waiver transactions per regular season. The league repealed the cap in 2024. There is now no limit on the number of waiver transactions an owner may make.

The repeal touches the limit only. The $3 per free-agent acquisition set out at Art. VIII §1 is unaffected and continues to be owed into the general pot.

This is the first repeal on the record.
